I get This Error Every time

The error message tel;ls you what the problem is, and it's not related to either the Shoutbox or Subscriptions Manager apps. You have something referring to a /admin/applications/core/modules_admin/settings/settings.php file, and that file doesn't exist. So that file is either missing, or you're installing the wrong versions of these apps on your forum. The titles of each download specify which IP.Board versions they are compatible with.
