System announcements

What about a small announcement area at the top if it hasn't already been mentioned so you can let people know to feel free to add their own guides to your system.

I'm unsure if I'll do this based on query string (that's very complicated for most users to figure out) or by some UI where they can specify announcements at different points and on different pages (that's very complicated for me to implement).
