Custom dropdowns always open

Fresh install only - upgrade was fine.

The custom dropdowns are stuck open with a fresh install, no idea why though:

Even when using any of the other filters.

can confirm, thought this was desired so did not mention.
know it is like this on ff5 and ff6 so believe its not browser related.
