I do need to recheck this but there's nothing notification wise appearing for a rejected tutorial in that members notification list.
To add: nor email. Re-enabled that member's email / pm access (was disabled) and submitted a test tutorial, then logged back in and rejected it.
There's no issue with it going to deleted content (that's fine) just the submitter does not receive any form of notification of the rejection at all.

Have you signed up to receive that kind of notification when your tutorials are getting rejected?
OK, I thought about it a bit more. Did it again and this time approved it. The approval notification / email worked.

The issue here is there is no notification / email sent when a tutorial is rejected but they do work properly (notification sent etc) when you approve one.
